IRegained has developed the MyHand System, a proprietary targeted hand function rehabilitation system which aims to restore lost hand function in individuals who have sustained a stroke or brain trauma or trauma to the hand from other neuromuscular or musculo-skeletal injuries/disorders. It leverages neuroplasticity, the human brain’s ability to ‘reprogram’ its neural pathways and thereby restore lost hand function.
The MyHand® System is an FDA, Health Canada and HSA (Singapore) registered, patented, targeted hand-function rehabilitation system, consisting of a connected mechatronic device, cloud-based proprietary hand-function training protocols, specifically designed therapeutic games that encourage a patient’s active engagement in their therapy. Therapy can be delivered by the mechatronic device both in-person in the clinic, as well as through remote virtual rehabilitation.

Our proposed solution, the PreciS Health Management System, is designed to enhance the chronic diseases management in Singapore and beyond, particularly for high-risk elderly individuals who may not regularly access healthcare services. By raising public health awareness and improving aging-related chronic disease management, we aim to benefit both the public health and individuals.
In partnership with SGO, we will introduce a door-to-door health screening initiative, involving visiting homes to perform point-of-care tests for key health parameters such as HbA1c, a full lipid profile, and blood pressure, utilizing our handheld analyzers.
Powered by the HbA1c handheld solution, co-developed by SG Diagnostics and the National Healthcare Group, the screening process is streamlined and efficient. All data will be securely stored in the cloud and, ideally, shared in real-time with healthcare providers to facilitate immediate follow-up and care.
Beyond health screenings, we will use this opportunity to educate individuals on chronic disease management, including key programs such as Healthier SG, the War on Diabetes initiative, and practical diabetes management tips. Occutrack is a medical startup developing an eye movement tracking AI ‘CRYSTALSIGHT’ for home use to monitor and manage visual deterioration. The focus is on age-related macular degeneration (AMD) using advanced eye-tracking AI. Occutrack’s CRYSTALSIGHT gaze interrogation algorithm tracks eye movements in response to visual stimuli, analyzes the data for abnormalities, and assesses visual performance. This non-invasive process helps detect and monitor conditions like AMD, allowing for convenient home-based eye health management. Normal human vision consists of a series of quick eye movements called saccades. Dr Lee Fook Kay, Head Pandemic X, Temasek Foundation
Dr Lee Fook Kay heads Temasek Foundation’s Pandemic X Office that develops and executes philanthropic outreach and projects for preparedness and countermeasures for future pandemics. His office supports regional networking of scientific communities and health policy makers, and capacity building through science and technology sharing. It also catalyses efforts for biobanking to promote data and material sharing in scientific networks and surveillance of emerging infections and neglected tropical diseases with pandemic potential.
Dr Lee was Chief Scientist of Ministry of Home Affairs before he retired from civil service and joined Temasek Foundation. He was instrumental in building national S&T capabilities in chemical, biological, radiological, and nuclear defence for national security during his career with the Ministries of Defence and Home Affairs. He graduated with PhD in Chemistry from National University of Singapore in 1990 and was designated as Chartered Chemist in 1994 by UK Royal Society of Chemistry.
Mr. Colin Lim, Chief Information Officer and Group Director (InfoComm, Technology and Data), Ministry of Health
Mr Colin Lim is the Chief Information Officer and Chief Data Officer at Singapore’s Ministry of Health.
His previous role was the Chief Executive Officer of mobilityX, a mobility as a service startup, that was backed by SMRT and Toyota Tsusho. Prior to that, Colin was Managing Director SMRT Services and Vice President, Strategic Relations Office SMRT. He earlier worked at IBM UK, where his last role was Geography Leader, Intelligent Transport Systems, then a new IBM business initiative for which he identified and developed new markets and opportunities for IBM globally.
Colin also served in the Singapore Administrative Service where his last appointment was Senior Director of the Planning and Organisation Division in the Ministry of Home Affairs. Prior to that, he was the Registrar of Vehicles and Group Director for Vehicle and Transit Licensing at the Land Transport Authority. He has also worked at the Ministries of Manpower and Transport.
Colin holds a Master of Business Administration from the University of Oxford and a Bachelor of Science (Economics) (Honours) from the London School of Economics on a Public Service Commission scholarship.
Mr Edwin Chew, Chief Digital Strategy Officer, Agency for Integrated Care
Mr Edwin Chew is currently the Chief Digital Strategy Officer for the Agency for Integrated Care (AIC). He leads a team to support the Singapore community care sector digitalization uplifting journey. He also manages the IT needs of AIC which supports the long-term care sector.
Prior to AIC, Edwin was the Program Director at the Integrated Health Information Systems Pte Ltd, a wholly owned subsidiary of MOH Holdings. In his role as the Program Director, he managed a team of healthcare IT professionals to support the 3 Singapore Public Healthcare Clusters. He program-managed and developed IT systems for use in the public healthcare domain areas such as electronic medical records, pharmacy closed-loop medication, laboratory, radiology and specialties including ICU, ENT, Ophthalmology, dental clinics, operating theatres. He is also involved in enabling the IT capabilities for the new healthcare buildings. Separately, Edwin also took on the role as the CIO for Woodlands Health Campus (2014 to 2017) and IT Director Tan Tock Seng Hospital (2009 to 2011).
With a career of over 20 years of IT experience in banking and healthcare industry, Edwin has implemented many large-scale banking and healthcare projects.
Edwin graduated with a Bachelor of Science (Computing) from Swinburne University of Technology, Australia and he holds a Master of Business Administration from University of Adelaide, Australia. He is also a Certified IT Project Manager (Senior) by the Singapore Computer Society (SCS).
Ms Ngiam Siew Ying, Chief Executive Officer, Synapxe Pte Ltd
As the Chief Executive Officer for Synapxe, Ms Ngiam Siew Ying plays a key role in the master-planning and development of Health technology to advance healthcare transformation, and improve population health amidst a dynamic and complex health eco-system.
Siew Ying entered Public Service in 1999. Prior to her appointment in Synapxe, she was Deputy Secretary (Policy) in the Ministry of Health where she led the development of systems planning, finance and corporate policies.
Through her career, Siew Ying has held various appointments in the National Population and Talent Division under the Prime Minister’s Office, Ministry of Transport, Ministry of Defence, and the Defence Science and Technology Agency.
Ms. Loh Shu Ching, Chief, Community Care, Population Health Campus, National Healthcare Group
Ms Loh Shu Ching is the Chief Community Care in the NHG Population Health Campus with 30 years of healthcare experience spanning from acute hospital administration and operations work, running community care organisations to overseeing population health management.
She started her healthcare career in TTSH rotating through various administrative and operations units before joining the Community Care sector as General Manager of Home Nursing Foundation and subsequently as the CEO of Ren Ci Hospital. Prior to her current role, she was overseeing the population health management work anchored by TTSH as part of the Central Health Integrated Care Network to serve the residents in the Central region.
As Chief Community Care, Shu Ching oversees the NHG community care services serving 2.2 million residents in Central North Singapore. Her responsibilities include the planning and development of population health initiatives in the areas of Preventive Health and Wellness, School and Workplace Health, Community and Aged care, and care transitions between the hospital and community.
Adj Asst Prof Chua Chi Siong, Medical Director, Regional Health System Office and Senior Consultant, Department of Post-Acute & Continuing Care, Jurong Community Hospital, National University Health System
Adj Asst Prof Chua Chi Siong is Medical Director (MD), Regional Health System Office (RHSO), National University Health System (NUHS). He provides clinical leadership and oversight for health-related interactions with residents in consultation with community partners and ensure the quality of care and clinical services provided by RHSO. He also provides strategic inputs to the development and implementation of NUHS population health strategy.
Adj Asst Prof Chua was Medical Director, Jurong Community Hospital (JCH) from 2011-2022, where he oversees the planning, opening and ramp up of JCH. He continues to be the Head, Clinical Quality as well as the senior consultant, Post-Acute and Continuing Care Department in JCH.
Prof Lee Chien Earn, Deputy Group Chief Executive Officer (Regional Health System), Singapore Health Services
Prof Lee is the Deputy Group CEO (Regional Health System), SingHealth where he leads population health efforts; and chairs the Planning Committee for the upcoming Eastern General and Community Hospitals.
Prof Lee is an Adjunct Professor at the Saw Swee Hock School of Public Health, NUS; Duke-NUS Medical School and SUTD. He had served on international committees under WHO, IHF and JCI.

Problem Statement:
How might disruptive innovations enhance existing efforts, bridge critical
gaps and fulfil unmet needs in the holistic care of the
elderly and young seniors, so as to create sustainable (business
model and environment perspective) and personalised care models?
We are seeking scalable, end-to-end and sustainable (business model and environment perspective) solutions to promote personalised medical intervention, self-care, and right-sited care. This may include solutions such as:

Funding and Collaborations
Successful winners in CHISEL Healthcare InnoMatch 2024 will obtain funding support to demonstrate their solutions in operational environments and will receive further endorsement from our partner healthcare clusters upon successful validation of the results of pilot implementation. Ultimately, the platform aims to accelerate the adoption of near-market-ready and fit-for-mainstream-use healthcare innovation, bringing them a step closer to benefit patients.
