Who We Are
The Evaluation Office supports clinicians and healthcare teams to conduct rigorous evaluations of healthcare innovations. We provide guidance, resources, and expertise to ensure that new technologies, interventions, and care models are thoroughly assessed for their impact on clinical/patient outcomes, cost-effectiveness, and real-world implementation success.
Whether teams are piloting a new digital health tool, testing a care pathway redesign, or implementing an innovative treatment approach, we support the design of studies that generate robust evidence about what works, for whom, and under what conditions. Our evaluations aim to inform critical decisions about whether to adopt, scale, or modify healthcare innovations.
Our mission is to build evaluation capacity across the healthcare system, enabling evidence-based decision-making that ensures only effective, feasible, and cost-effective innovations are implemented at scale.

Associate Professor Elizabeth Martin Deputy Director & Lead
|
Dr Elizabeth Martin (PhD) is a health economist and implementation scientist, Associate Professor at Duke-National University of Singapore (NUS), and Honorary Associate Professor of Health Economics at the University of Queensland. At CHI, Elizabeth is the Deputy Director of the Evaluation Office. Her role is to lead and manage the support that EO provides innovation projects, ensuring that the health, cost and implementation outcomes of CHI projects are evaluated to a high quality. Elizabeth also has a joint appointment at Duke-NUS Medical School as Director of Education programs at the Health Services Research and Population Health Signature Research Program. |

Joshua Wong Senior Specialist (Innovation Impact)

Joshua brings over 10 years of experience in biostatistics and epidemiology, supporting evidence-based decision-making for healthcare. He specializes in designing and implementing rigorous evaluation approaches for innovation evaluation, such as quasi-experimental studies and advanced observational analyses, to assess clinical and operational impact. His expertise includes methods for reducing bias in real-world data (e.g., external control arms) and applying statistical inference to inform adoption strategies. Joshua has contributed extensively to peer-reviewed publications and serves as a reviewer for PLOS ONE and Scientific Reports. He works closely with clinical teams and innovators to translate data into actionable insights that accelerate innovation and guide adoption. |

Dr Shayma Mohammed Selim Specialist (Health Services Research)
|
Dr Shayma holds a PhD specialising in health economics and implementation science, with expertise in early-stage evaluation of health system innovations. She has extensive experience across health services research, including digital health, clinical service delivery, and system transformation projects. Her methodological expertise encompasses costing studies, preference elicitation, and qualitative research, applied across the full research lifecycle from study design through analysis to translation into practice. Shayma focuses on generating fit-for-purpose evidence to support innovation design, funding, and scaling decisions. Through collaborative partnerships with clinical and project teams, she aims to help strengthen evaluation capability and contribute to evidence-based system improvement that enhances patient outcomes and service delivery. |
